N3 Toll Concession (RF) Proprietary Limited (N3TC) entered into a 30-year Public Private Partnership (PPP) with the South African National Roads Agency Limited (SANRAL) in November 1999. N3TC’s mandate is to Design, Construct, Finance, Operate and Maintain a 415km section of National Route 3.
The N3 Toll Route is a dual-carriage freeway, and is renowned as South Africa’s premier economic and leisure corridor connecting the commercial capital of South Africa, Johannesburg in Gauteng, to the port of Durban in KwaZulu-Natal. Repair, upgrading and rehabilitation work on all sections of the route, to keep this vitally important national asset in a world-class condition, are continuous.
In recent years, expenditure just on maintaining the condition of the road pavement has been in the order of R250-million and R350-million. Having established a sound engineering and financial platform, N3TC is currently refining and expanding its business model to focus on its customers’ needs, namely safety, convenience and mobility.
In this regard, N3TC runs a 24-hour Route Control Centre, linked to a dedicated Route Service contract which includes constant surveillance by route patrol vehicles. In order to expand and customise communication with its customers N3TC has introduced variable message signs at strategic locations; and is evaluating the introduction of a video surveillance system along the N3 Toll Route.
